FEPP/FFP Equipment Available - February 22, 2012 through April 04, 2012

The following is a list of Federal Excess Personal Property (FEPP) and Fire Fighter Property (FFP) equipment that is managed through the Oregon Department of Forestry (ODF) and available for ODF offices and certified Oregon Fire Departments only. District requests for the equipment must be submitted to Lance Feller at the ODF Salem Headquarters Shop. The FFP Program is new to ODF and is a separate program than the FEPP program. It has it's own policies and procedures, which also requires a separate agreement than the FEPP agreement, that you may have on file. The primary difference between the two programs is the FFP equipment is Department of Defense equipment (managed through USFS) that allows ODF to take possession of title (ownership) on certain pieces of equipment.
 
PLEASE NOTE:
  • In order to receive equipment, you must have a signed agreement with ODF….for both FEPP and FFP 
  • Equipment acquired must comply with current policies/procedures outlined within the ODF FEPP handbook/agreement for FEPP and the agreement language for FFP (no handbook at this time).  
  • All Fire Department requests must be made through the local ODF district or association office, which in turn will forward the requests.
  • Fees are now all finalized.
  • District requests must be submitted to Lance Feller by April 04, 2012

FFP Program
The FFP Program will allow the district or RFD to take title to the equipment after a compliance period of three years. The compliance period will require the equipment to be placed into service within one year and used to fight fire for two additional years. After that time, ODF will issue you the title to the vehicle. In the case of a forklift or other piece of fire equipment, you will receive a receipt from ODF that will pass ownership. If your fire department cannot comply with putting the equipment in service within one year, do not apply for the equipment. Any fire department that does pick up equipment and does not comply with the regulations will have the equipment repossesed. In addition to shipping fees, an administrative fee to cover the required federal documenation has been included in the listing.
